RETHINK

Rethink challenges the foundations of the linear “take-make-dispose” model by questioning whether products, materials and systems are necessary in their current form. It promotes redesigning value chains around sufficiency, durability and service-based models rather than ownership. This includes product-as-a-service, shared mobility, digital substitution and modular design. At EU level, Rethink is embedded in sustainable product policy, ecodesign requirements and industrial transition strategies under the Circular Economy Action Plan and the European Green Deal.

REFUSE

Refuse focuses on preventing waste before it is created by eliminating unnecessary products, single-use items and harmful materials from the market. It empowers consumers, businesses and public authorities to reject unsustainable options and shift demand toward durable, circular alternatives. This principle is reflected in EU measures restricting single-use plastics and promoting sustainable packaging systems. Refusal is not passive abstention; it is an active policy and market signal that drives systemic production change.

REDUCE

Reduce aims to minimise resource extraction, material intensity and energy use across the entire life cycle of products. It prioritises efficiency in design, lean manufacturing, low-carbon production processes and responsible consumption patterns. Reduction directly supports climate neutrality objectives, as material extraction and processing account for a significant share of global emissions. EU sustainability strategies link resource reduction with decarbonisation, biodiversity protection and long-term economic resilience.

REUSE

Reuse extends the life of products by enabling multiple cycles of use without significant transformation. This includes refill systems, deposit-return schemes, second-hand markets, leasing models and sharing platforms. Reuse preserves the embedded energy, labour and materials already invested in products, making it environmentally preferable to recycling. EU waste legislation increasingly prioritises reuse targets, particularly in packaging and textiles, recognising its role in reducing both waste volumes and raw material dependency.

REPAIR

Repair restores products to functionality and prevents premature disposal caused by technical failure or minor damage. It strengthens local repair ecosystems, reduces electronic waste and promotes consumer empowerment. Repair also counters planned obsolescence by extending product lifespans. EU initiatives on the right to repair aim to improve access to spare parts, technical documentation and affordable repair services. Repair keeps value circulating within local economies while significantly lowering environmental impact.

REFURBISH

Refurbish involves restoring and upgrading used products to improve performance or aesthetics while retaining their core structure. Common in electronics, furniture and industrial equipment, refurbishment reduces the need for virgin materials and energy-intensive manufacturing. It creates viable secondary markets and supports green public procurement policies. Within the EU circular framework, refurbishment is recognised as a strategic approach to maintaining product value and supporting sustainable consumption patterns.

REMANUFACTURE

Remanufacture rebuilds products to original or equivalent specifications using recovered components combined with new parts when necessary. It applies mainly to high-value industrial goods such as automotive components, machinery and electronics. Remanufacturing significantly reduces material extraction and emissions compared to producing entirely new products. EU industrial and circular economy policies recognise remanufacturing as essential for resource security, competitiveness and strategic autonomy within critical supply chains.

REPURPOSE

Repurpose gives materials or products a new function different from their original purpose, without extensive reprocessing. It encourages innovation and creative design while avoiding energy-intensive recycling processes. Repurposing can transform industrial by-products into construction materials, textiles into insulation or containers into new infrastructure elements. EU research and innovation programmes support circular business models that scale such creative value retention strategies across sectors.

RECYCLE

Recycle processes waste materials into secondary raw materials that can re-enter production cycles. While it is less preferable than prevention, reuse or repair due to energy requirements and possible quality loss, recycling remains critical for managing residual waste streams. EU waste legislation establishes binding recycling targets and promotes separate collection systems to improve material quality. Effective recycling reduces landfill use, lowers dependence on virgin resources and supports the transition to a closed-loop economy.
